If all health care reform laws pass according to plan, each state will require business to be written through a Health Exchange. Currently, Utah is one of only two states that have a Health Exchange already in place. The Exchange will allow each employee to choose his or her own plan and carrier. Three carriers in Utah participate in the Exchange: Regence Blue Cross Blue Shield, Select Health, and United Health Care.
